Everything Region System operates resolves into four physical layers. Each has a different lifespan, and each is engineered to the longest one.
The stack
Corridor
Right-of-way, trench, chambers and crossings. The hardest thing to acquire and the last thing anyone should have to rebuild.
Duct
HDPE subduct with reserved ways. Capacity for cables that have not been invented yet.
Cable
Up to 288 fibres, blown in two-kilometre sections and certified span by span.
Transport
Optics and electronics — the only layer designed to be replaced, and the reason the other three must not be.

Resilience
Diversity is a geographic property, not a diagram. Two paths are only diverse if they share no trench, no bridge, no tunnel, no substation and no maintenance crew. We verify this in GIS before we call anything protected.
