Every person on a Region System site is trained, equipped and accounted for. Excavation near live utilities is the most dangerous thing we do, and it is governed accordingly: detection before digging, no exceptions, no schedule pressure that overrides it.
Restoration
Cable is cut by excavators, floods and — occasionally — by people who want the metal that is not in it. Restoration crews and cable are pre-positioned so that the backbone target is eight hours, not eight hours plus travel.
